When i clicked to published it said "you have met the quota" which is what it doesn't say here in the entry. Why did i got it and what does it mean?

Question what if you use a song and like speed it up fast or make a remix will that count as not being approved and how in da world a mobile player can make there own music if u know tel them or make a vid because a lot of rejected music was made from mobile players and i like to take music from here and remix em in my own way and i dont want to get punish cus of copyright or whatever you like to call it
